Robert G. Rivera, Chairman

Robert G. Rivera of Dallas is a Director at FMSBonds, Inc. He previously served on the Arlington, Texas city council from 2005 to 2017, and he is a former chairman of the Arlington Convention and Visitors Bureau. He previously served as a board member for several non-profit & civic organizations, including YMCA; Big Brothers, Big Sisters; the Salvation Army; and the National Association of Latino Elected Officials.

Rivera received a Bachelor of Arts from The University of Texas at Arlington.

Governor Greg Abbott appointed Rivera to the Texas Lottery Commission on August 10, 2015 for a term to expire on February 1, 2021. On July 21, 2020 Governor Abbott named Mr. Rivera as Chair of the Texas Lottery Commission.

Cindy Lyons Fields

Cindy Lyons Fields of El Paso is a Certified Public Accountant and tax partner in the firm Lauterbach, Borschow & Company, P.C. She is a member of the American Institute of Certified Public Accountants and the Texas Society of Certified Public Accounts. Cindy received a Bachelor of Business Administration in Accounting from The University of Texas at El Paso.

She serves as board chair of the El Paso Children’s Hospital, as board treasurer of the Pioneers 21 economic development and small business incubator group, as a member of the investment and finance committees of the Paso del Norte Health Foundation, and as a member of the University of Texas at El Paso Accounting and Information Systems Advisory Board. She was a graduate of the silver anniversary class of Leadership El Paso. Cindy previously served on the University of Texas at El Paso Centennial Commission, as the Board Chair of the Paso del Norte Health Foundation, and has been active in numerous other civic and charitable organizations throughout her career. Cindy was appointed by Governor Rick Perry to serve two terms on the Finance Commission of Texas from 2005 to 2016.

Governor Greg Abbott appointed Ms. Fields to the Texas Lottery Commission on January 30, 2020 for a term to expire on February 1, 2023.

Mark A. Franz

Mark Franz of Austin is an investor and real estate developer. Previously, he served as chief of staff to former Congressman Sam Johnson and to former U.S. Senator Kay Bailey Hutchison, and also served as a Vice Chancellor for The University of Texas System. Prior to that, he was the Jay Kingham Fellow in International Regulatory Affairs at The Heritage Foundation and was the Director of Federal Relations and International Business Development for a Houston-based engineering construction company.

He volunteers as board chairman for the Regents School of Austin, as an advisory board member of Mission of Hope-Haiti, and as a Merit Badge Counselor for the Boy Scouts of America.

Franz received a Bachelor of Arts in economics from The University of Texas at Austin.

Governor Greg Abbott appointed Mr. Franz to the Texas Lottery Commission on May 7, 2019 for a term to expire on February 1, 2025.

Erik C. Saenz

Erik Saenz co-founded LNG 21 and has 20+ years of experience providing energy and infrastructure companies with financial advisory and regulatory services. Erik has experience leading process improvement projects and $10 billion in financial due diligence engagements for multi-national E&P and oilfield service companies including EnerVest, El Paso, BHP Billiton, PDVSA-Citgo, Carrizo, Nabors Drilling and Pride International. Prior to working at KPMG, he began his finance career with Kirk Kerkorian’s private investment firm, the Tracinda Corporation in Las Vegas, NV.

Mr. Saenz holds a Bachelors of Science from the University of Houston (1998).

Governor Greg Abbott appointed Mr. Saenz to the Texas Lottery Commission on August 13, 2019 for a term to expire on February 1, 2023.

Jamey Steen

James H. C. “Jamey” Steen of Houston is a partner with Buckhorn Resources, a private investment firm. Previously, he was Director of Business Development with Black Stone Minerals (NYSE: BSM). He started his career in investment banking with GulfStar Group.

Steen serves on the Board of Trustees of the San Jacinto Museum History Association, a non-profit organization that operates the San Jacinto Museum in association with the Texas Historical Commission. Additionally, he is an Eagle Scout.

Steen holds a Bachelor of Arts in Foreign Affairs from the University of Virginia.

Governor Greg Abbott appointed Mr. Steen to the Texas Lottery Commission on July 21, 2020 for a term to expire on February 1, 2025.
